ECB keeps interest rates unchanged. European stocks rallied and US stocks advanced as well as the market is anticipating something stimulative from Fed Chairman Bernanke over the next two days. Many are looking for QE3 but these liquidity injections (financial penicillin shots) lose their effectiveness with time and repetition. Euro zone needs to establish a rescue fund that is a de facto FDIC to prevent bank runs.
